Arizona UCP — Disadvantaged Business Enterprise
One application, valid statewide across ADOT, City of Phoenix, and City of Tucson. Requires 51%+ ownership by socially and economically disadvantaged individuals — Hispanic Americans and women both presumptively qualify. Personal net worth cap: $1,320,000.
SBA Woman-Owned Small Business (WOSB / EDWOSB)
Federal certification that lets contracting officers set aside contracts for women-owned small businesses. Free self-certification and document upload through the SBA. Pairs with federally funded roofing work on public facilities.
Phoenix Equal Opportunity — SBE, DBE & ACDBE
The City of Phoenix EOD certifies Small Business Enterprise, Disadvantaged Business Enterprise, and Airport Concession DBE firms. DBE preferences apply to federally funded and goal-based City and Maricopa County contracts.
City of Tucson SBE & DBE (Pima County)
Tucson's SBE program gives certified Pima County firms preference on contracts administered by the City and Pima County. DBE is processed through the same Arizona UCP application above.
Maricopa County DBE Program
Maricopa County recognizes DBE certification for minority- and woman-owned firms on qualifying projects. Register as a County vendor and flag DBE status to receive goal-based opportunity notices.
